What
Self-employment can be established through Entrepreneurship or Limited Liability Company.
Who
If you are a foreign person, first you need to have work permit for self-employment.
Foreign legal and natural persons may establish a company in accordance with the Law of Business Associations. Foreign investors in terms of their role enjoy equal status, rights and obligations as a domestic natural and legal person, unless then foreign investment stipulates it differently.
How
First you need to get the work permit for self-employment.
The first condition for this work permit is to have temporary residence. Then you should submit documentation at National Employment Agency:
- Application form, which you can find here.
- Travel document or id for foreigner
- Authorization for temporary residence.
- Statement on the type, duration and scope of work activities.
- Document which confirms work qualifications.
- Contract for ownership or renting
- Evidence that you have appropriate work equipment.
- Evidence of paid administrative tax.
For establishing Entrepreneurship or Limited Liability Company it should be submitted:
- single registration application form
- a copy of ID card or a passport of the founder
- a proof of fee payment for the establishment
- if you register for the activity for which consent is sought of a body, you need to stand here and approval.

Where
Can either submit the application to the local government unit in charge of economic affairs in the municipality where he/she will have a place of business as well as to Serbian Business Registers Agency.
